I would also suggest telling people who subscribe to each understand its
particular role.

For example, if you join offtopic, prepare to have a thick skin and know
that nothing is archived. If you join general, then know that everything is
public facing and that there we put our better foot forward. In short, set
up the "collision domain", ask nicely that people abide by them, and chances
are that you will get some cooperation.

(A big problem with this approach is that a lot of useful conversations get
excluded from the main list, but I think that this is the best way of
solving this, lest you risk the appearance of being too heavy handed)
