[LinuxUsers] Creating a structure for SocalLinux.org - asking all members to read

I don't know if this is a big thing but in Article 3 of the charter, the second sentence refers to accounts on the socallinux.org website. I know that people could make accounts before with the previous site but will  that feature come back? Just wondering so people don't get confused by that part. So far the charter looks good.

language in the charter.
Please note the following:
 - Re-worded section 1 of Article 4. 
 - Detailed requirements (last paragraph) of moderators.

Please reply with any feedback on the Charter, it's goals and purpose,
as well as the new additions.
