I'm guessing you mean PHP IDE, not SDK. Netbeans is a good free PHP IDE http://netbeans.org/features/php/index.html . It has good code completion for PHP, but for HTML, CSS and Javascript. PDT is a component for Eclipse to do PHP development http://www.eclipse.org/pdt/.Ive tried it arround the same time that Zend Studio switched from it's proprietary platform to Eclipse. PDT is seperate from Zend Studio but Zend has contributed to the PDT project. Another Eclipse based PHP IDE is Aptana http://www.aptana.org/ . I've never tried it. Ive tried JDeveloper with the PHP extension a few years ago and it was ok, nothing special http://www.oracle.com/technology/products/jdev/htdocs/partners/addins/exchange/php/index.html . It sucks now since there is no version for JDeveloper 11g.
