Yep, and I think that's one of the concerns. Part of the intent here
is to protect resources that are internet connected but not properly
secured and will take time to do so, in the case of attack. But I
suspect another reason is to protect the rest of the Internet from
attack by adding mandates on business IT and leveraging that asset in
times of need.

Just think it, all you IT guys will become the Internet National
Guard, to be instantly pressed into service as the need arises.
Congratulations on this new patriotic duty!

Too bad that I'm mainly a programmer (contract one at that) and cannot
participate. Sadly, classified 4F on account of not having root or the
key to the network closet.
