Confused... when I've had to deal with certs recently, management of
CA certificates has nothing to do with IE or Outlook. I understand it
as a system resource, not per application.

You can use the management console or you can do it from the command
line using certutil.exe to import certificates.

Maybe use the management console interactively to ensure that it got
imported OK?
