Not sure... but....

Yes... it's based on Linux, and at the root of the storage device, it
has a PDF explaining the GPL portions of the license.  I can send it
to you upon request.

The device is currently exclusive to Sprint for at least the next six
months.  It's uses 3G EVDO Rev A.  I'm sure Palm will be producing
other versions compatible with other networks after the Sprint deal
expires.  There's also other WebOS phones scheduled to be released.
