The format specifically designed for document interoperability is
OpenDocument Format (ISO-26300) <http://en.wikipedia.org/wiki/OpenDocument>,
so my first question would be, is there any reason why ODF would NOT be
the solution for this situation?  (Note specifically for MS-Office, the
Clever Age and Sun plugins are said to work well, unlike the MS-included
sort-of support in MSO2007SP2 -

If exact rendering is key, rather than collaborative editing, then
PDF (ISO-32000).
