Yeah, exactly, except for the little detail which Charles Wylbe pointed out in another thread:

 "TOR can easily be recognized via deep packet inspection"

Nevertheless, it seems to me that it would be sufficient with yet another level of encryption, 
and maybe a couple levels of anomynimity Independent of TOR, on top of it.
