yes, apt-get install openssh-server
you already have a client if you are running Linux. If you are on
windows download putty.

Static would be easier in theory. is your friend behind a router? Like
a D-link or Linksys? if so you will need to forward port 22 on the
router to your friends internal IP. If your friend has a DHCP address
it will obviously change occasionally and you would need to update the
forward. if your friend assigns a static you should only have to do it
once.
When you connect to your friends computer you will use the ip his
router has, not his internal ip.
If his ISP blocks port 22 (unlikely, but it does happen) you will need
to select another port.
